He has worked in a farm as well as a factory. He graduated from Shanxi University with a bachelor's degree and stayed on as a teacher; earned his master's degree at the Institute of International Relations in Beijing (now International Relations University), where he also taught as a lecturer. He later studied for his PhD at McGill University in Canada, where he also worked as a teaching assistant in the English department. He has served as a translator at UNESCO conferences and worked in sectors such as electricity and hydrology.
