Her theoretical scholarship intends to advance frameworks for understanding evaluation models with the goal of refining practice. She is the director of the University of California Evaluation Center, a seven-campus evaluation research center that promotes methodological advances in evaluation and supports the use of sound evidence for educational and social policy and program decision making. Her current projects include an evaluation of California's Mental Health Service Act; a large-scale place-based initiative designed to improve the education, health, and safety outcomes of children ages 0-5; and several community college remedial education initiatives.
