In 2014 the Michigan Department of Agriculture and Rural Development (MDARD) requested comments on proposed changes to an obscure document called the Site Selection GAAMP. By the deadline two weeks later MDARD had received nearly 700 responses, with hundreds more to follow after the deadline passed.
