The Rush Bagot Agreement is the oldest arms limitation agreement in the world. Noonan, Peter W.: - Peter Noonan grew up in the Detroit River border region that was the setting for many of the important events featured in this book. He is a graduate of the University of Windsor in history and in law. His passion for history, especially maritime and naval history, fuelled his desire to explore the Rush-Bagot Agreement in this narrative.
